Indianapolis AES EVX Tariff Particulars

Checking for daughter and partner installing equipment in Indianapolis. After reading the rate sheet I am unclear of what is required. I understand electrician installing meter base and associated wiring. What is unclear: it talks about 50amp service and J1772 equipment. I had suggested just a NEMA 14-50 and TMC. But the tariff seems to imply a hardwire installation of 40amps only. I would like to think the Tesla wall unit qualifies under J1772 standard but 40amps is nothing. Could any INDY drivers comment on the particulars having already gone through the process. Cannot get information from AES as they seem to be swamped.
