is it bad if your charger stops and starts numerous times?

I recently installed solar and have not gotten PTO yet so I'm trying to charge using excess solar only but in the morning when the marine layer hasn't burned off yet, the solar production is not consistent. Thus causes my charger to cut in and out as it's not receiving enough power to charge. So it cuts off and starts maybe 10 times or so in the morning. Is this bad in the long run? Thanks!

This has been discussed a few times and while I don't think anyone can say definitively, the consensus seems to be "no", it's not a big deal. There are several third party apps available now that are intended to charge from excess solar and can results in lots of starts/stops or current adjustments.

You could use Scheduled Charging or one of the 3rd party apps to delay the start of the charging session until the sun is well up and the A.M. cloud cover is gone.
