With paint, "flat" and "matte" are synonymous aren't they? What's the difference?

I believe there is a distinction between FLAT and MATTE.

A flat colour would generally refer to a paint scheme that would generally have very little depth - like the standard / common Mercedes Benz silver or white. The colour is usually lighter and you can't see far into the reflection being generated by the surface. A good standard of comparison would be that of a mirror if we can assume in this example that it would have a 100% reflectance rate.

Matte on the other hand could be characterized as having nearly 0% reflectance and it doesn't have a clear coat (unlike all paint finishes found on modern road-going cars today). You also cannot apply wax since there is no smooth surface to bond(?) to.
