M3 delivered to NH, but inspected in Virginia?

I took delivery of SR+ this week, car is great overall. The strange part is that on 3/15, the car received a state of Virginia safety inspection. It has a sticker on the windshield corner and in the glove box was a $16 bill from the inspection on 3/15. There was no name as to who paid for the inspection. The car had 23 miles on it when I got it, which is above average that I've seen people report, but still acceptable.

I called my delivery specialist and the closest tesla store, both had similar story that said the car was in Virginia and then re-routed for me. The door sticker says made in 3/2019. I'm guessing it was a demo car that maybe had a single 10 mile test drive? Anyone else see something like this? They probably should have removed the inspection sticker and disposed of the extraneous paperwork during prep.

I'm more curious than anything. Car is great except the usual home delivery issue - arrived with a bit of a dusty exterior. I still need to clean it and look for scratches. Also one minor defect in the dash that prevents the glove box from fully closing - I'll have SC look at that.
