Model 3 2023: Is the liner on the inner trunk well supposed to be very loose?

I got rear ended and Tesla approved body shop did the repair.
The black carpet-like liner in the inner trunk well seem to be very loose and not glued down. In fact, I could lift it a bit.

Is this supposed to be like this? Or did the body shop forget to glue it down?
I'm more concerned about what other shortcuts were taken if the trunk well liner was supposed to have been glued down.
