The key wording is "not moving." I bet it steers just fine when moving. I have driven many cars with manual steering. If they are moving, steering isn't a problem. It takes more effort and the use of both hands but it isn't a problem.
Yes It would be no problem to steer the car at speed without power steering. My point was about how powerful the steering motor is. It produces enough torque to turn the wheels when the car is not moving therefore it’s powerful enough to overpower many humans. A failure mode that caused the motor to fight the steering wheel input would definitely cause an accident. Again not that I think that’s what happened but it’s physically possible.
