I am selling a inboard charger. It is a gen 2 that fit model year 2013 ( end of 2013) 2014 2015 2016.
It can double your charging capacity level 2 of your car. You go from 40 amps to 80 amps.

Any idea what it would take to get Tesla to activate the secondary charger? I suppose I could as my service center.

I know it is possible but i don't know how.

You need Tesla's Toolbox software to activate the second charger. The software is only available to Tesla licensed shops. There are other ways, but I would ask the service center to do it. They might not do it if you install it yourself. I also doubt they will install a used part for you.

It's a legal issue. If that charger catches the owner might point at Tesla for installing it.
