My car was manufactured in 10/18. Is it a 2018 or 2019 model? If it was an ICE car, it would probably be considered a 2019 model. Does this concept of "model year" apply to Teslas?

Yep, I have a December 2017 build that I picked up in January. I fully expect to see a few posts in Jan regarding people salty about getting 2018 cars in early 2019.

That’s only because a model year is required for registration and insurance purposes, because in most states the car laws were written by the dealers cartel. The idea of model year is a marketing concept from when the shape of the tail fins changed once a year in the fall. If it were up to Tesla their cars wouldn’t have model years, because that term is meaningless for Tesla vehicles. Since it has to give a model year, Tesla uses the year of manufacture.
Model year is really not a Tesla thing like traditional manufacturers. It's a roadster, S, X or 3. I've had my 3 only about 4 months and software has already has been updated three times. Tesla doesn't stack up improvements to be released in the "next model" as a sales gimmick. With connectivity, the car's software will continue to evolve.
Nothing changed between those two digits. Tesla is reinventing model years. No such thing but is a thing in the real world. So if you can wait get a 2019. Doesn’t mean much. Lol
