Need some insight for Alameda County and purchasing a Tesla

My son may be moving and taking a job in Fremont, CA. We are currently in Texas. Can someone quickly break down the incentives if buying a new Tesla in Alameda Cty.? He is leaning toward a 3 or Y. Is there a upper limit for cars vs SUVs like at the federal level? He'd prefer something like our M3 LR w/boost or M3P over an MY LR (which we had and nobody liked in our family). He'll have no issue qualifying from an income perspective as he is early in his career and in a gov't job.

What is the typical electrical cost per kWh in Fremont? Is there any choice of providers that might favor TOU pricing for charging off-peak?

Thank you very much. First reaction looking through it is OMG, I think Texas electricity was high at about 11.5 cents kWH. That was about 20% higher than where I was at in Florida. PGE rates are almost triple Texas and close to 4 times more than Florida. My son is going to be shocked.

With the insane rates from PG&E, sometimes it can cost more to drive an electric vehicle than a hybrid in California.

As for incentives, CVRP $2,000 is out of funds; not much state incentives I think.
