I guess the question I have is how hard is this to install? Doesn't the entire center console (arm rests and everything) have to come out, or is it easier than that?

This is a drop in so basically plug and play. You're thinking of the new design that requires much more work.

I recently took delivery on a 2015 70D with no center console. I asked the dealer if they could locate me the older style console. They did find me one and installed it for $450.00. It is worth asking them.
