Get seller's information, prepare paperwork to be signed ahead of time, get Cashier's check for purchase price, get insurance for the new car, visit seller and inspect the car, go to local DMV together and have the seller sign over title, bill of sale, and do the registration of temporary plates (usually $20-$30 and valid for 90 days) and hand over the cashier check and drive away to your home state, and register the car there.
Pennsylvania requires the seller to sign their title in front of a (PA local) notary otherwise Harrisburg won't issue a new title to your state capital. NJ doesn't care I picked up my car across the border and he just signed it in his driveway.
