That sounds quite fair and reasonable to me.
And it is NOT a subsidy.
It is a reduction in tax that would have been payable.

Perhaps it would be clearer if we were to use the term incentive rather than quibble about the difference between a tax reduction and a subsidy.

In my view, it is a rebate for a tax that should never have been levied. The fuel tax is 'meant' (ha ha ha !!!) to be for road maintenance, so if the fuel is being used for non-(public) road use, then the tax should never have been applied.

Keep in mind that fuel excise revenue doesn't even come close to covering the cost of road construction and/or maintenance and/or the cost of trauma care on the public hospital system, all of which is borne by taxpayers.

Remember that most road-kilometres are local streets, maintained by local councils, mostly paid for by your rates (plus a few federal grants to local councils).

And consider how much road trauma Teslas are responsible for (and how much they cost the state hospital system), relative to other cars. CTP only covers the innocent bystander (and even then it's basically a privately collected tax).
