Not having it on all the time is your own preference, and that is of course fine. If you want to manually control it, you have to go into the system. The idea is to automate things as much as possible.

The fog lights are not blinding anyone. They point down and out.

How much energy do you think fog lights use? Your battery isn't going to run out bc of fog lights. I think you have range anxiety. Give it time, you'll learn to relax with the whole battery situation.
