Assuming that you're running 15mm/20mm spacers, or even 20mm/25mm spacers with 18" aero wheels, and you want to install factory 19" sport wheels, then yes it will fit. The 19" wheels will raise your car up a half inch or so.

If you're asking about aftermarket 19" wheels, then it all depends on the offset of the wheels.

Yes, 19" and 20" wheels will fit on a Model 3 and all those sizes are factory available options for the M3. If you switch to 19" or 20" you want to get tires with approximately the same diameter as your original tires. You can use this calculator (Tire Size Calculator) to see tire size options, but you can also just look up the specifications for stock Tesla Model 3 18", 19", and 20" wheel and tire sizes.
