The switchpack is located behind the instrument cluster. It is just a bunch of input/output lines, controlled over CAN bus. Each of the output lines can handle switching on/off relatively high current (or higher current than a simple microcontroller could handle).
It is used to reduce the complexity of the VMS. All those input/output circuits go to the switchpack, and the VMS talks to the switchpack over CAN bus.
