If they pulled a permit now, and Tesla website indicates Q3'21, odds are pretty good that it'll be there for next ski season. Then again, one never knows.
The permit status is "issued", so the signature hold should just be a formality. I'm assuming the contractor would complete this when they pick up the issued permit documents.
Drove by this morning to take a look see. Didn't see much 
. But compared to the Google street view, it looks like the chargers may be located where the RV is in the street view. There was also a shipping container in that area. I note that the Foothill Motel has undergone a renovation lately so the container may be related to the work they were doing. Looked like a large discarded AC unit along the back side on Terry lane that doesn't show up on the street view. I'll swing by again in a few weeks. Hopefully this does get online in Q3 of this year!

Yeah, I'm headed up next week and disappointed it won't be live. I'll survive with Rocklin or Loomis, I guess.
I stopped by yesterday and found no sign of construction. The hotel still looks like it is being remodeled.
It looks like construction has started between Foothills Motel and the bowling alley. Digging up the parking lot and I could recognize the charger footings.
I drive by periodically and workers have been on the job. I can't get a good pic with that fence up, but today doesn't look much different from T-la's pic. There was a 'ground electric' inspection that was passed on 8/12. I'll update when I see some visible changes.
