Yes I agree. A car parked in front of the one at Lone Pine would block traffic.

Since only 2 can be used at a time, my guess would be the two pedestals on one side are there to offer more versatility for challenging parking lot/garage arrangements. Remember that unlike permanent superchargers, those are not built to location specifications. When they are parked in a regular lot like this, they also allow you to choose to pull or back into a spot.
