It’s strange to me most of the new V4 installs don’t show up as being open to every EV even though my understanding is they have magic docks built in? Is this correct?

That is correct. It is just like other Magic Dock locations in that the hardware is often present for quite awhile before they open them up to other EVs. I'm sure Tesla is gathering metrics on how these new supercharger pedestals are working. Consequently, I suspect it'll take them longer to open these sites to other EVs than traditional Magic Dock locations.
No different. All V4 locations still have V3 distribution equipment to the pedestals. Everyone's looking for the first new or upgraded site with distribution equipment for the stated 350kw that V4 will eventually support.
