How to Get Tax Credits Retroactively for Your Electric Vehicle

I have a question and perhaps those who bought their car this year 2019 will be helped by this. So according to the article the credit has two benefits that may effect tesla owners. So I bought my tesla and I qualified for the $3750 because I got the car in April 2019. Do I get the additional $4000 on top of this based on what the article states?

• You can get a $4,000 credit for the purchase of a new fuel-cell electric vehicle.

"fuel cell electric vehicle." No Tesla meets that requirement, because none of them have a fuel cell or the hydrogen on board to feed it. That's for a Toyota Mirai or the like.
