Here is a story from November on the application, apparently this has now been approved: Tesla seeks CRTC telecom licence — but don't look for Tesla cellphones

Not sure what this means - maybe Tesla can have their own network rather than use Rogers, Bell, Telus, etc.

There are a number of weird International Telephone laws.

But what it means is in the subtitle. "Electric car maker to use license for in-vehicle infotainment services."
My guess is that in France if you are going to provide Internet access, you probably need a license.

It's France, they have their own drummer.
