Tesla Tech Android app

I am new to this car, and I took my P85 2013 S to the local Tesla dealer, and the tech took the last 6 digits of my vin. input to something on his cell phone, and had all the list of things my car had in it.

IS this tool available for the general use.?

Must be an internal Tesla corporate tool. No way they'll make it available to common folk.
