The limit is 15 minutes. Probably targeted mostly at people that let their cars idle for >1 hour. I've seen that... it's idiotic. If a cop drives by and sees a car idling then drives by again in half an hour....

It wasn't clear to me if this was with or without a person inside the car? In Denver, it's been illegal for years to let your car warm up without someone inside. Google Colorado "Puffer" law. Has mostly to do with how often idling cars are stolen, not so much for environmental reasons.
And if you're a State employee, you're allowed to idle for 5 minutes or you can lose your privilege of using an official state vehicle.
