Tow wiring block prevents locking bike rack. Suggestions?

Has anyone tried to relocate the power outlet in the OEM tow hitch "compartment"? I have a bike rack that has to be attached with a screw-in bolt and the power socket gets in the way. If it were set back or to the outside an inch or so, I would be able to attach the keyed lock. As it is the attachment bolt, when tightened down pushes against the power outlet. Grateful for any advice or suggestions.

Trim the attachment bolt? Hitch extender?

I ended up with a hitch extender and a shorter pin with a rear-facing lock. This ends up with a rather noisy ride, but will try to find some sturdy shims to keep the hitch extender tight in the hole.
