What to Make of This Odd Behavior?

I just cant figure out what the car was "seeing" to make it behave in this manner.

 

[Tam]

1) Pedestrians
2) Once it gets out of the parking space, it has to deal with the stop sign.
3) Looks like it tried to line up itself for the stop sign which would take numerous tries.

I guess it can now work with a very simple scenario but not so much with a normal one.
