Does anyone know of a track that allows this near Waco, TX? What kind of tracks, in general, do this, and what should I be searching for?

You need to search for a 1/4 mile drag strip. NHRA is probably a good search term.

For best results you want to be at high state of charge. Is there a supercharger / destination charger / J1772 L2 station near that track?

Google Maps show two Supercharger locations that are each 30 minutes from the Texas Motorplex Speedway.
You can also buy a Dragy and get the same info without a track nearby. My times tracked by Dragy are so close my times at the track, as the differences are meaningless. You can do all kinds of custom times as well as the typical 0-60, 1/8 mile, 1/4 mile, etc. It is like have a dragstrip in your pocket.

Can it do 0-60 with and without 1 foot roll out? I was going to suggest all of the benefits of finding a stretch of empty deserted flat road close to home + a Dragy but didnt want the inevitable "are you advocating going over 55mph on a public road? for shame" potential responses from persons (most likely in california or Portland). 
Yes it can do it with or without rollout. I've tested 3 MYPs with Dragy and without rollout and SOC >85% for all of them, they have been 3.75 yo 3.84 0-60. Not a single one has done 3.5 factoring in rollout.
