You can see in the video what is happening. The cable wouldn't click because of ice buildup. It is likely that moving the cable holder from the front to the side caused an increase in snow deposit. Electrify America probably need to install a cover above the cable holder.

The Tesla Proprietary Connector (TPC) is proprietary. Tesla would have to license the TPC to the DCFC suppliers.
