You should contact your insurance if you haven't already. Even if he is at fault and has admitted it, you want your insurance company to work with his to hold them accountable.

Are you sure about this? According to California Tint Laws - 2020 & 2021 - Car Tinting Laws and it's reference Codes Display Text it says: Front Side windows: Aftermarket film must allow more than 88% of light in, or minimum 70% VLT if combined with factory-tinted windows.
