    Probably because if you have backup only, it will just supply power to everything in an outage. Also if you do self powered, it also will just use the battery till it hits your reserve %, regardless of what is drawing power. So my guess is TBC would have to be enabled.

    Tesla submitted mine about a year and a half after install. I didn't have to prompt them to do anything. I got into Step 4 earlier this year and installed Sept 2017.

    When I ordered mine in early 2017, they told me to not expect it. I ended up getting in Step 4 almost 2 years later. It goes by developer I think, so if you order it from a 3rd party, they may have a chance. But of course they're going to charge you for that.
