Why wheels have 1000miles and tires have 4000miles?

I put on 1000 miles prior to winter, and bought new rims (Liango) with the winter wheels and drove 4000 miles this winter. When I switched back to non-winter tires, I decided I liked the Liango rims more and switched the tires. So the original rims only had the first 1000 miles I drove on the car.

Tires have 4000 miles total (1000 miles on rims). TPMS sensors, Tesla Cap, Opti-coat, good condition. Couple small scratches (size of thumb nail) on one tire.
