When it's 28° outside and I have the heater set to 72 or 73 sometimes it just blows cool air and sometimes it actually warms up the car but it's very inconsistent any thoughts?

The temperature you set is the temperature you want the car to be. If the system thinks it's warmer than your target, yes it will blow cold-ish air to adjust. Sometimes happens when it's sunny. The inside temp sensor is under the screen. Try closing the door where the cell phones are as it can block that sensor, see if that helps.
