I noticed that those of us that originally received 12.2 are on a different software update path than the general public.
So far the update path is 12.2 -> 15.6 -> 15.8 -> 15.10

The general public receives 12 -> 15 -> 17 ->18

I find it strange to have roughly 15% of us separated from the others for so long. Tesla is testing something.

Tesla is always testing something ;)
There have been (so far) around 20 iterations of 2021.4, each will have fixed something specific that either met the exact hardware/options installed on specific cars or resolved oddities that surfaced in the telemetry uploads.
The 15.8 to 15.10 iteration was weird for me in that they were both installed on the same day, just a few hours apart. That was after spending a month on 12.2

Well, maybe, but it isn't enabled (visible) if it is there. Tesla has lots of feature flags that they can turn on after a version has launched. It's possible that the button has been around for a while, and that it will magically appear in the last twenty versions as soon as they're ready for users to actually tap it.
