Tesla most certainly has “True” model years. As is evident by the fact that they’re shipping 2021 Y’s and 3’s in 2020.
They’re playing the model year game now like every legacy manufacturer out there.
A true model year from a legacy manufacturer involves a fixed rollout of new features each year that correspond to that model year changeover. Tesla doesn't do that. The model year is arbitrary for Tesla since they make changes as they go every month. The last 2020 Model Y rolled off the production line isn't magically better in features and technology than the the first 2021 Model Y.
All Tesla has done is bumped up their paperwork to show the changover a few months earlier, but it's just paperwork. Not a guaranteed sign that the car is magically better.

Hardly arbitrary. Both the 3 and the Y “magically “ have new features for the 2021 model year. While Tesla does offer some benign software tweaks here and there, they hardly make any drastic changes month to month. And the tweaks you’re referring to are mostly fixing things that aren’t right, not so much adding new features.
The changes area approximately around the model year, not directly associated with it. There are about 3000 2021 Ys that do not have the new glass for example.
Exactly. A Model Year doesn't necessarily guarantee that a Tesla will have specific updates. Probably has to be tracked by build date or vin if you are looking for something specific. Tesla rolls things out whenever they are ready. There will likely be more Model 3 changes coming for "2021" builds. I'm not even sure Model Y has full parity yet with those changes so more updates are likely there too.
