2023 car excise tax is still based on 2022's purchase price

I bought a Tesla Model Y at Nov 2022. My car excise tax still uses my 2022 purchase price to calculate the tax. Does anyone else also have this situation?

The rules for this are entirely dependent on where you live - "USA" is not super helpful.

“Your vehicle's value for excise purposes isn't the actual purchase price or "book value" of the vehicle. Instead, it's a percentage of the manufacturer's list price in the year of manufacture.”

Looks like the percentage goes down every year but not the value used.

MA doesn't base excise tax on market value, just a percentage of the original manufacturers list price. $25 per thousand, the first year, 60% of that the second year, 40% the third, 25% the fourth, and 10% thereafter. So they don't charge you more when prices go up and don't charge less when they go down.
