2023 Model x Drivers seatbelt issue

My drivers side seat belt is protruding out. Vehicle barely made 7k miles and still under warranty Tesla is asking $212 to fix is this normal? I have asked them why charging when this is a manufacturing defect and they haven’t responded yet.

It is normal for them to quote the fix. Ultimately with warranty, you will not be charged
