Advice re. unrecovered microinverter error after power outage

We have a PW (installed by Tesla) and solar installation (private < 2 years old) with 33 Enphase IQ7+ micro inverters (in 3 branch circuits 14, 10 and 9). There was a power outage at 9:22 am PT today and of the 33 it looks like 16 (distributed across all three branch circuits) of them are stuck in an error state (AC Voltage Low or AC Frequency Low errors) more than 4 hours later. I have left VMs for some solar servicers around town as the original installer is no longer in business. I am trying to get an idea of what might be required to fix the issue. Any information is greatly appreciated.

I would open the breakers to the Powerwall Gateway and the solar array, then reset them.

The Powerwall manual says Powerwall switch[es], Powerwall breaker, then Gateway breaker. Wait 1 minute, then reverse. I would open the PV breaker after the Powerwall is shut down.
