Another steering wheel vibration issue

Hi everyone,

I have 2023 Model 3 Performance. Since day one I am getting steering wheel vibration over 70 mph. I took it tesla service 3 times and I was told it was fine. I took it twice to Americas tire and had it road force balance. I have driven 4500 miles since delivery date and vibration remains same.

I am guessing this is related with sound absorbing foam come loose type of vibration.

My questions:

1- If tire foam comes loose, can tires be balanced or never gets balanced? Because tire shop said balance was fine.

2- Road force balance values were 8 and 9 lb, that means tires are round. If foams come loose, wasnt it supposed to be out of round (high lb values) when tires got road force balance?

If foam loosens (very rare) 2 successive balance will give different results, as foam will move when the machine brakes the wheel
