Vibration at high speeds, after removing foam

I have a model 3. Noticed shaking at speeds around 65mph. Went to get wheels balanced twice with no luck. Went to tesla repair shop, where they said the foam had come off and removed it. Still felt something was not right and went to a local shop to check for wheel balance. they said the same wheel was off and balanced the wheel.

Now I am not sure whats going on. Initially, I assumed Tesla removing the foam would fix the issue. But apparently not. If the issue comes back, what should i do? Where should I ask them to look? I don't think balancing the wheels for a 5th time is going to help.

I will go back to the tesla repair next time. But want to know what exactly to ask them to look for, since they clearly don't know.

Ask Tesla if they balanced tire after removing foam? If they say yes, ask if they balanced on a high speed balancing machine. Not all balancing machines are high speed.

Do you have 20in wheels? You probably have a bent wheel.

A bent wheel can be balanced if someone doesn't notice. You will feel a vibration at higher speeds.

have you try putting the wheel that have issues in the back and put the good ones in the front? this should make the car less noticeable.
