Does one really need a controller if the trailer only weighs 3300lbs?

Many states require it legally.

It depends on your state. In the state of PA the trailer must have brakes if it has a gross weight of 3001 and more. It can have either surge brakes that don't require a brake control or electric brakes that do require a brake control installed in the vehicle. Every state is different.

I just looked up CA and you are required to have brakes on anything 1501 lbs and more.
