Can the hidden VIN change?

So I called the insurance and they need the vin. I was wondering if I could use the one I saw in the code, or If i should wait...

Did anyone have their vin change at delivery?

What do they want the VIN for, determining premium pricing? Because it should work for that. You don't have any laws in QC that require you to "own" the vehicle before you pick it up, right?
