Is it possible to change the clock on my 2019 model 3 from 24 to 12 hour format?

Yes, there is a toggle in the display settings.

Yes, this is not always obvious, some of the sub menu panels are longer that they appear.
There is no visible scroll ruler like on a typical Windows layout.
You will quickly get used to.
