I think it is better to keep it plugged in all the time to reduce the wear and tear from repeated plugging and unplugging because most home outlets are not industrial durable.
The end not plugged into the Tesla is not "hot". Voltage is not sent until the charger detects the car and negotiates the amperage. Notice when you plug in the charger on the wall plug "click". Once that happens and the letters start moving then it's hot. Communication happens on the data connection of the charger, it's not just a charging connection.
The HPWCs are in this condition 100% of the time. Not precisely the same guts but close enough.
And yeah unless you have a commercial 14-50 socket better to not unplug it.

It’s not a straight piece of wire there is a whole slew of electronics in between both ends that have certain conditions that must be met in order for current to flow from one end to the next. The phone charger example is very accurate. Go ahead and plug you phone charger into the wall and grab the other end. If it shocked you how long do you think the manufacture would still be in business.
