The end not plugged into the Tesla is not "hot". Voltage is not sent until the charger detects the car and negotiates the amperage. Notice when you plug in the charger on the wall plug "click". Once that happens and the letters start moving then it's hot. Communication happens on the data connection of the charger, it's not just a charging connection.
 
But, think about it. The other end, although it is not plug in the car, is hot because the other end is plugged in
It’s not a straight piece of wire there is a whole slew of electronics in between both ends that have certain conditions that must be met in order for current to flow from one end to the next. The phone charger example is very accurate. Go ahead and plug you phone charger into the wall and grab the other end. If it shocked you how long do you think the manufacture would still be in business.
