Did V11.3.6 silently add support for No Turn On Red?

There is a stop sign in my neighborhood that is completely hidden by a tree until about 100' away. FSDb knows well in advance the sign is there and prepares to stop. But obviously it's not by sight. Add to that new stoplights (even those started but not yet hung) causing PB events similar to what it would do if a light were there. Seems pretty clear to me it's both vision and map data. Personally I'd be surprised if they go the OCR route. If you Google NTOR SIGNS, there are variations particularly in placement but I'd be surprised if they are doing any OCR.
 
I think OCR for speed limit signs seems reasonable. (I'm pretty sure that Mobileye does that.)

That way you train the NN to recognize a speed limit sign, then pass it to OCR to determine the actual limit on the sign. (Otherwise, I think that you would have to train it on every possible version of every possible speed limit in both MPH and KMH.)
Given recent advances, seems like this is becoming trivial. No OCR needed.
