I am pretty sure they have to do the update. If they don't do the update, their AP won't be in compliance with the regulations.

Could be, but how would they enforce it, unless it already have a function that disables unless you update.
I'm pretty sure they don't have a function like that...

I think enforcement would be hit or miss. Presumably, they won't go around and check everybody's car. But if you get happen to get into an accident while on AP, and then they check what software version you were on, you could get in trouble.

Actually, I can't see why?
That statement means that the cars are "dangerous" as they are now...
I don't believe Nissan, Audi, or others will recall their cars to nerf their autosteer...
And even if they do update/downgrade them while they take service at dealerships, there are always a lot of people who don't take the service at the dealership... So why in the world should that be an issue, just because Tesla perform OTA? It's owners choice to install...
