Gen 2 Wall Connector DOA - Suggestions?

I just purchased a Gen 2 Wall Connector and had an electrician install it. As soon as I received it I noticed a little oil around the edge of the faceplate. I didn't think much of it because it wasn't in excess. My electrician said he wired it up correctly and it reads the correct voltage but nothing turns on. No lights what so ever. Reset doesn't do anything and the manual says it's a power issue. I bought it off of ebay so it's not tied to my Tesla account for warranty. It's a gen 2 but brand new with original seal from Tesla. When I opened it up I noticed that the oil was electrolyte leaking from a capacitor. Does anyone have any recommendations? Replace the cap or attempt a warranty with Tesla? If anyone has dealt with a warranty do you have any suggestions as a third party buyer?
