Please, please, please... monitor your local utility commission. Go to hearings if you have time. If you see something say something. There are numerous national organizations with A LOT of legal fire power.

But they can't take action if they don't know. An ounce of prevention is worth a pound of cure... it's A LOT easier to stop a new rate than it is to remove it. The NM Solar fee snuck through in 2009... Vote Solar and Earth Justice attorneys were able to push back a rate increase last month but had they known about it in 2009 they probably could have strangled it in the crib. This rate likely pushed back solar development in SE NM by >10 years.
