HW 2.5 vs 3.0...any difference?

Does 3.0 offer any noticeable improvements over 2.5 at this moment?

I did a comparison with my buddy's HW2.5 P3D+ to my HW3 P3D+. His backup camera is much smoother (really noticeable when driving down the road with it on). I've complained about this since day 1 of ownership, but seems Tesla doesn't seem to care to fix it, which is a shame. Conversely, the lag when parking and seeing the lines appear around the car is much reduced on HW3 compared to HW2.5, which is nice.

Other than that (that I've noticed), nope.

Musk said a few months ago that there was no rush to upgrade 2.0 and 2.5 to 3 as the existing software was better with the older hardware. Of course, he says a lot of stuff.

True. He may be saying that just to satisfy the eager customers who want to upgrade.
