I recently picked up my model 3 performance and recently it’s been very windy at my area. I’m wondering if it safe to charge my vehicle (in garage) during windy conditions?
IF you mean that because of the wind there could be a power loss and you wonder if that's a problem: you will be fine. A power loss is not a problem, the car is well equipped to manage that.
If you'd like to see an example of a Tesla handling a voltage swing, I did a video last week charging my car with a portable generator. You can just skip to 9:00 to see the car respond to a voltage drop.
TL;DW - The bottom line is that twice during that charge session the car handled voltage issues gracefully. Once when the generator wasn't supplying enough power (9:00) and then again when the generator ran out of gas (16:00).
