Europe has had restrictions on Autopilot for some time now, with limits on how much it can turn and for EAP/FSD it has longer time outs between changing lanes and distance limits on summon. Thankfully, we've never had these restrictions here.
Now the US is getting restrictions with more aggressive warnings that comes with a one week ban from AP if you ignore those warnings. At this stage, it looks like this only applies to North American vehicles as you can see any active recall on a vehicle through Tesla's VIN checker. Entering the VIN for a NZ vehicle does not show this recall notice - entering one for a US vehicle does.
I guess we'll have to see when the update finally starts reaching vehicles here to see if it's included, but in the past when the US has had software restrictions imposed (like when they had to remove the ability to control the windows from the apps) they've excluded us from those restrictions when laws here haven't required them.
