Service upgrades can be difficult because they often need to be coordinated with the city and the power company.
Some places allow the electrician to disconnect the power feeding the service, do the upgrade and temp back in the power until the utility company does the permanent hookup.
Others are on the other extreme where you need to have the power company disconnect the power, have the electrician do the upgrade, have the city inspect and then have the power company restore power. It is usually well coordinated (no one wants a home without power for a long period except PG&E), but doesn't always happen in a single day.
