I set 80% charge for Tesla Y but it increases charging % by itself. It went from 80 to 85 then 95% by itself. Is this normal

No, its not.

Occams razor says "the simplest answer is generally the correct one" (paraphrased). The "simplest answer" is someone else changed the charging percentage, either you, someone else with access to the tesla app, or, if you ever, at any point in time ever, logged into a third party app that can interact with charging in ANY way, you need to look at that.
